Workspaces can now set environment-specific budgets

Team and Enterprise Workspaces can now set Environment Budgets in addition to Workspace Budgets. Environment Budgets allow for a monthly cap of compute usage in a specific Environment.

Owners and Managers in these Workspaces can set, edit, or remove Environment Budgets in the Environments tab, and can see current cycle usage against each budget in the Usage and Billing tab.
