Upload IdP metadata as XML when configuring SSO

When setting up SSO, you can now upload your identity provider's metadata as an XML file instead of providing a hosted metadata URL. This is especially useful for Google Workspace, which doesn't provide a hosted metadata URL, and removes a manual step that previously required contacting Modal support.
